I am not sure, but maybe Dana Teagarden had a match before that.
At least she apparently was the first female ref in 2010 to whistle in a male international game

How to grow rugby worldwide?
Look at the world ranking in July. Teams ranked 1-10 have to play one team from 11-20 (they don't play in a regular competition) away the next year. 11-20 play 21-30 away and so on. Yes, it really is that simple.

Rugby Europe released the 2018 calendar, with some interesting details (even if I can't open the "all games" link)

As far as I knew, the first one was Gabriel Lee from Hong Kong, directing a minor Asia Cup match (Kyrgyzstan v Mongolia or something similar) around one year before the Teagarden's match

PS: what nice and delicate surname, "Teagarden" : )
