China mainly prefers individual sports. The only team sports they are good at is volleyball. Oh, and Yao Ming.

Therefore, I would think that sevens is better suited for them than XV.

I am watching what happens in China with great interest.

It will be interesting to see if the top-down money backed approach will have the desired effect.

Can you "sell" a new sport to people purely by funding programs like being suggested in China? Or, can a new sport only grow and achieve a high profile over a long slow process of grass roots movements?

Italy, with the commercial bonus that 6N and Euro club cups bring, and pockets of areas where Rugby has a strong tradition, is still struggling to promote rugbys profile. I suppose if in 10 years China has significant growth, it could provide a blue print for the rest of the world (and maybe Italy).

The playing numbers will certainly increase. Some regions are requiring schools to have rugby in primary school so that will help a lot too. Sometimes when it comes to investing all you need is money for the foundation of youth leagues. If they’re just focusing on a top down approach though I have trouble seeing it work well.

From what I've read most of this investment will be in establishing the game in the schools system at all levels. So you would have to assume from the primary age up. Which would be nothing short of amazing.

Stalled like much of this kind of investment during the period Jack Ma stepped down and was replaced by Danny Zhang.

This article seems to suggest there has been a restructure of the Union in China as part of nationwide plan to restructure sports bodies, the social media has been dormant since 2017, so much for quick progress....
