Is what the Premiership should indeed do. Again they just go for people within the same language (they really seem to be scared to leave their own mother tongue), but this kind of coaching ot talent clinics are indeed a way to go.
How to grow rugby worldwide?
Look at the world ranking in July. Teams ranked 1-10 have to play one team from 11-20 (they don't play in a regular competition) away the next year. 11-20 play 21-30 away and so on. Yes, it really is that simple.

If the Pro14 have any ambitions of expanding to include European countries then they should be recruiting players from those countries. It would help close the gap in standard too and make expanding the Pro14 more viable.

Shame that only 5 players (6 if we count Nicolas Freitas in Jaguares, who didn´t play in the season) play abroad, makes it difficult for teams like Los Teros to grow.

Having players in Europe is surely a great improvement, but then the union must negotiate with clubs for international releases.

The Teros and Uruguay XV have been playing many more matches than in previous years. They are proper teams now.
