Just watching some of Uruguay’s match against Wales last World Cup, it certainly looks like they’ve stepped up their skill and intensity levels. What ever program they have in place seems to be a winning formula. They may end up being even more competitive in 2019.

Uruguayan rugby has 2 advantages:

- ALL their elite clubs are located in the same city: Montevideo (except one club, Trébol, from Paysandu). This means that since the Uruguayan Rugby Union has its high performance center at the Charrua stadium they can have 80-90% of their best players training regularly together in a high performance program;
- Montevideo is 2h from Buenos Aires by ferry boat. And since 2016 the best Uruguayan clubs are playing Argentina's Championships...

They can't have a fully professional rugby now, but they can achieve the best amateur level of play.

It's also worth pointing out that increasing the RWC to 24 teams (assuming 6 pools of 4, 16 through to knockout) would mean better scheduling, more total matches, more knockout matches and more competitive performances from the T2 nations who currently qualify. Of course the ability of the 4 extra teams is important, but there are plenty of other reasons to do it.

They've worked a lot with UAR and launched a strategic plan that had been in the works for some time following the last WC. Centralization with the High Performance Center in Montevideo. Almost all of the Teros Player pool is in Montevideo either organically or upon identification moving to Montevideo. So they play against each other all year, train together a couple times a week. They're also working towards building a second High performance center in the northern part of the country. Seems to have been effective.
