They do. It's all based on voting power. T1 (3 Votes), T2 (1 Vote), T3 (no votes) Regional Hemispherical governing bodies (2 Votes). Japan is at Tier 1.5 (2 Votes).

You don't see a Tier 3 country until 22 (HK). Interestingly the only Tier 1 that is outside of the top 10 has been Italy forever. The real difference maker for Georgia is whenever they push to 10th.

Cracking game to be fair! Great hits and at time some attacking intent, just not accurate enough from Canada. Canada just simply couldn't create anything, with a bit a luck for them they will have Shane O'Leary fit next week to give the backs some direction!

Uruguay just were by far the better drilled team. Canada had no idea what they were doing! It was typical Kingsley rugby, 9 passed to forward who takes into contact, repeats a few times and loses ground. Or a forward takes a lose ball in and knocked it on. Easy defense for the Uruguayians.

Can't see Canada being much of a challenge next week.

Uruguay needs to keep the same mindset as today and score tries, not go into the game with the mindset of not losing by 10. If they get the mentality right, they will win easily.

Next stop, the Repechage for Canada and in need of much improvement. I'd imagine Spain with their top stars from France with the prospect of a World Cup place will have something to say about Canada walking the Repechage. Heck if Zimbabwe gets their way and get all their representatives (altough unlikely) they will have an impact!

Well, for the players, I think there's a huge difference between playing a test match and a World Cup qualifying one...

From what I saw this evening, I can't see a single T2/T3 European side (bar Georgia and Romania, obviously) able to match the intensity and level of contact shown by both Canada and Uruguay.

Not quite true. Fiji, Samoa and Tonga don't have votes. And they are NOT tier 3.

Although I feel sorry for the Canadians here, I hope Canada won't qualify for the World Cup. Hopefully that will lead to a quicker expansion and 24 teams.

Uruguay is ranked 18th in the world. Rankings aren’t everything but it’s tough to say they’re Tier 3 at that level.

Uruguay has not been a T3 Nation in a long time. Currently they are the only T2 Nation in South America.

Uruguay has been considered a T2 Nation as far back as 2013, so I'm guessing it's been longer...but I can't find the presser on such promotion from Development 1 to tier 2.
