That's how it is . That page does not have any credibility. The Commission has not even analyzed the cases of any of the countries yet. Documents are being contributed. It seems that the Russians are interested "too much" to quickly eliminate Romania and Spain. That is also important at a legal level

Ja-ja-ja (I know how it sounds in Spanish, but here I prefer German pronunciation). It seems your knowledge about rugby world is limited with word "scrum".
The site, that published info about ineligibility of Spaniards is actually Ukrainian, not Russian, and they couldn't be called biased. At least not so biased as you are.
