Rugby in Lithuania/Latvia

Interesting things: all best clubs are from Siauliai, Lithuania's 4th city. Why? Was it a rugby hub in the Soviet time?

There are 3 Siauliai clubs and 1 club from Kaunas in the top division + 1 Latvian club from Riga. So, Latvia doesn't have its own championship? Or Miesnieki Riga play both tournaments?

The capital Vilnius has 2 clubs in the 2nd division.

According to http://rugby-latvia.lv/lat/sacensibas/33/team Latvia has its own championship. And Miesniki play in both leagues. Club's Facebook profile confirms it too.

ONLY lately, just before SOV break-up = bicycle factory team Vairas (means "helm")
