How would we know. We know FIFA pays out based on appearance and where you finish. You google anything about RWC payouts and there's a bunch of articles out there stating that there is no revenue share with participating Unions.

Or even easier, at the next counsil meeting Bob Latham stands up (as the guy in the World Rugby counsil for the USA) or makes the Bermudan guy or the Mexican woman representing NA Rugby stand up and asks for a detailed list of all transactions to all Unions.
Most likely he actually doesn't need to stand up and ask for it, as the full financial report should be in front of him anyway during that counsil meeting and he just needs to read up, which payments which Union received.

We have this kind of transparency even during our club AGM, I fail to believe, that a federation couldn't have this or know about it.

Look at the world ranking in July. Teams ranked 1-10 have to play one team from 11-20 (they don't play in a regular competition) away the next year. 11-20 play 21-30 away and so on. Yes, it really is that simple.
