How to grow rugby worldwide?
Look at the world ranking in July. Teams ranked 1-10 have to play one team from 11-20 (they don't play in a regular competition) away the next year. 11-20 play 21-30 away and so on. Yes, it really is that simple.

By the looks of it Spain have already pencilled in there November program.
I was looking forward to the November schedule too because with the announcement of the San Francisco agreement we were promised that the November Internationals would feature 6 T1-T2 internationals 'based on merit'.
I was hoping, but maybe I should know better, that this would mean that these would be based on the World Rugby rankings on January 1st i.e. after the World Cup.
That would have meant that 16th place would be very important.
As it stands the six lucky ones to visit a 6N opponent should be: Japan (8), Fiji (11), Tonga (13), Georgia (14), Samoa (15) and Spain (16).

But probably 'based on merit' is just a hollow phrase and to please the limited awareness of the general public they would always go for Japan, the PI's and the 2 World Cup contenders next in line.

Remember San Francisco agreement won't be in place until next year. I imagine the second European spot will depend on REC, like it used to be in the last few years.

And Uruguay should receive something more after their RWC performance and Council admission.

My mistake, I was already thinking about November 2020.
Maybe I will delete my post and find a proper thread for it.
