According to Martin Anayi (Pro 14 CEO) today in Gazzetta dello Sport, Rugby Europe has its own project for a continental club competition from 2021-22 onwards.

Attempt to create Continental League forced Rugby Europe to at least do something for 2 division.
Russian League while maintaning funding at current level will be self suffcient and higher than this project.

Continental League is over. I hope that Rugby Europe will have the ability not only to destroy but also to create at least something.

If it's not just a casual number, the mention of "ten" clubs participating suggests that they plan a traditional championship (=round robin, like Premiership or Celtic League) more than a cup format

The Continental Shield had 10 teams, typically 4 Italian and 6 from other countries.

They were ten just considering the two teams competing in Challenge and returning in the Shield for the play-off; in the proper Continental Shield they were usually eight, divided in two pools

In that case let the Russian league prosper. International leagues are inherently weaker because of the lack of national winners and losers. International leasguewss should be a last resort. Had the Italians not joined the ProX they'd be in a stronger position now.
