Isn't it a bit weird that "minimum stakeholders to deliver a match" are only taking into account Tier 1 standards? In Tier 2 matches it is pretty usual to see less video officials, no travelling reserves, no dedicated water carriers...

a top division match of a T3 is basicaly the players (sometimes less than 23 in a team), one coach in each team, maybe some assistant coach, and a referee. Sometimes even the assist referees are members of the clubs. Maybe a doctor for the match is available, when country's law make it compulsory. That's it. Minimalism because that's the reality.
