The way they get around it at the moment is that the RFU pay money to the clubs to include a certain percentage of English qualified players in their matchday squads over the year. From what I can tell this seems to get around employment laws by not directly affecting individuals nor directly banning anyone, even if in practice it motivates people to stay English-qualified, even if they have no hope of making the national side. You're right in that Brexit would let them tighten up those laws some more if they wanted, but I doubt they would as the £££ of the clubs will speak.

A few days ago it was announced on DAZN. But meanwhile this has dissappeared. Now it seems to be shown on Sport1.de as shown below.

The games are only shown by Sport1 since someone at the marketing company of the German union seems to have fucked up.

Look at the world ranking in July. Teams ranked 1-10 have to play one team from 11-20 (they don't play in a regular competition) away the next year. 11-20 play 21-30 away and so on. Yes, it really is that simple.
