The guys not smiling (centre front and left) are the Russians? :D
How to grow rugby worldwide?
Look at the world ranking in July. Teams ranked 1-10 have to play one team from 11-20 (they don't play in a regular competition) away the next year. 11-20 play 21-30 away and so on. Yes, it really is that simple.

Where are Krasnoyarsk junior teams playing? Is it true that quotas are being implemented for players coming from Enisei and Krasny Yar in national teams? For which ages is this league? Given it starts after European Championships, wouldn't be wise to make it either U17 or U19?

Krasnoyarsk clubs will play in second division and join tournament in quarterfinals.
U23 years.
Quotas are an invention of one comrade from Krasnoyarsk and you know him. 8-)
Competitions are held U16,17,18. Teams gather in any city and play tournament in one round.

But there is no regular league for U16, U17, U18? I thought this was a junior competition, not reserves or espoirs.

No, this is not yet possible because we have a huge country.
Only Moscow championship is held.

I know you have a huge country, but there are decentralised systems. Here we play regional club leagues throughout the year, a five-round regional teams competition and then a one weekend-long national championship.
