There has to be some sort of P/R playoff because the Sudamericano has been demoted to a development competition. The Americas Rugby Championship will eventually be used for RWC qualification purposes, so they need to redesign the whole pyramid to give every nation a fair chance. The most logical approach would be:

A: RAN Cup winner vs. RAN Trophy winner

A2: A1 vs. RAN Championship winner

A3: Sudamericano B Winner vs. Sudamericano C Winner

A4: A2 vs. A3

A5: A4 vs. Americas Rugby Challenge winner

A6: A5 vs. Third placed team in the Americas Rugby Championship

"For the 2018 season, Guyana and Mexico are playing in the new Americas Rugby Challenge in August along with South American Rugby teams, Columbia and Paraguay. The second place finisher of the two RAN teams in the new competition will play the top team from the RAN 2018 Championship division, excluding USA South. The winner will compete in the 2019 Americas Rugby Challenge and the loser will play in the 2019 Men’s 15s RAN Championship division, and will assume the division rank held by the Championship team that contested the playoff. Home field advantage will be awarded to the Championship winning team."

Guyana, Suriname and French Guyana are considered part of the Caribbean and NOT South America in almost all sports.

In soccer they are also part of Concacaf (North, Central Americas and Caribbean) and not Conmebol (South America), for exemple. They have almost no connections to the rest of South America.

Like everyone else is saying, they don't identify with the rest of South America. Ethnically they are mostly Indian and African and as far as I know hardly any of them speak Spanish (mostly English/some sort of creole). Same with Suriname. This seems to tie them closer to the Caribbean countries.

I believe they are part of the Caribbean in almost all sports. They are poorly connected to latin South American countries. Guyana borders Venezuela but has a long border dispute and I guess it is a very tense relation and no real ties. Guyana and Suriname border Brazil in the Amazon region, but Guyana's border area with Brazil, although connected by a bridge, is really far and poorly connected to Georgetown, the capital where most of their population lives. And the Suriname border with Brazil is only forest, no roads, nothing, only a militar base. Brazilians know nothing about both countries. Only French Guyana has a bit more connection with the Brazilian state of Amapa.
