One or even two in Argentina, one in each of Chile, Uruguay and Brazil and a 6th somewhere perhaps Colombia. There would even be room for womens to run alongside it at the same events with similar billing.
Rugby sevens is an attempt to attract casual fans. Therefore, franchises are a bad idea. National teams are better for casual fans.
Imagine a random tourist in Punta del Este that hears about the sevens tournament. If the teams are called Chiefs, Dragons, Knights, Giants, Lions, Panthers, Sharks and Wolves, that person won't care much. But if the teams are Uruguay, Argentina, Brazil, Chile, New Zealand, Australia, South Africa, France, Italy and United States, it gets much more interesting.

After The Sudamérica B championship, Sebastian Mejia Gil (Colombia, 21 caps) is the new leading try scorer of the 3rd unions, with 28 tries.

The Torneo Valentín Martínez will be played next week, on Friday 10 and Saturday 11.
The international women's sevens tournament will feature seven teams: Argentina, Brazil, Chile, Costa Rica, Paraguay, Perú and Uruguay.
They will play a round robin, with no playoffs.
The winner will play the Canada Sevens and World Cup, whereas the top two play the Hong Kong qualifier.

Today's Italy v Argentina is live on Dmax channel and as last saturday versus Fiji it should be available also outside our borders (if they haven't geoblocked it meanwhile)

There were issues with the playing field at the Bolivarian Games.

On December 16th Rio de Janeiro will host again an international Beach Rugby competition. This year with Argentina and Uruguay facing Brazil, with matches shown in SporTV.

It looks like the rugby sevens tournament of the 2018 South American Games in Cochabamba (Bolivia) are moving forward. I found the competition guide: https://www.cochabamba2018.bo/uploads/i ... db5780.pdf
The tournament is scheduled to be played from May 27th to May 29th at the el Estadio Municipal de Colcapirhua, Cochabamba's outskirts. There will be men's and women's tournaments and the competitions worth 1 spot in the 2019 Pan American Games. Not sure who is alrerady qualified for the 2019 Pan American Games, but I guess Argentina is already there, as well Peru (host country).

Cochabamba is 2570 meters above sea level (8432 feet). Not quite extreme as La Paz but enough to have an impact in the games. I can see Colombia pulling some upsets.

Cochabamba is not as high as La Paz i have never had problems when i played there, the Estadio Municipal de Colcapirhua is the first rugby-specific field in the country (currently Jenecheru rugby club is building its own).
What leaves me some doubt is the team that we will present considering that my club (Santa Cruz rugby club) is the national champion of seven in 2016, 2017 and we only have 2 selected players
