On 24 March 1999 Russian Prime Minister Yevgeny Primakov turned his plane back over Atlantic Ocean refusing to visit US after bombing of Yugoslavia began.
Russia refused to negotite an IMF loan of $ 5 billion, restructure debts of USSR, unblock a uranium deal (this could bring $ 4 billion), increase quotas for launching American satellites with Russian missiles ($ 2 billion), sign a loan agreement for leasing agricultural equipment ( $ 1 billion), to sign an agreement on supply of Russian steel to US market. Its hard to say exact amount but after the premiere aircraft turned in sky over Atlantic Russia lost no less than 15 $ billion...
A year ago there was a default in Russia, mass impoverishment of population, average salary was less than 100 $ a month ...
