Yes, but last year they had Hong Kong and Sudamérica Rugby just published that South American teams will have 2 spots in the 2018 Hong Kong Sevens. So they have just confirnmed there will be a second division tournament.

According to ScrumQueens the San Francisco women World Cup will have just knock out stages, starting from the round of 16. No pool. At first sight it seems a rude move (even if the article explains they were forced to that decision), but maybe it will result to be anyway an interesting show. The major doubts concern the number of games (just four per team, while usually they have six) and the fact that eight nations will be out of the medals already friday morning

This WC short qualification format is probably a first for any team sport. I see it as a compromise to the Olympic Program.

I had to re-read the article twice. this may turn out to be an interesting tournament.

That format seems too extreme and too unpredictable, like match play golf.

So Scotland and Germany were promoted after two tournaments from the European Women's 7s Trophy to next year's GP Series.
Scotland won both tournaments. Germany finished 2nd in both tournaments beating 3rd Ukraine and 4th Romania each in one of the semi-finals.
How to grow rugby worldwide?
Look at the world ranking in July. Teams ranked 1-10 have to play one team from 11-20 (they don't play in a regular competition) away the next year. 11-20 play 21-30 away and so on. Yes, it really is that simple.
