Russia lead Switzerland 12-10 at the beginning of the second half (two tries each I think)

Belgium defeated Czech Rep. 20-3 in the first match

I really don't like artificial fields in rugby

Switzerland d. Russia 27-12 at the end!

Russia v Czech Rep 41-15 in the third place final
Seven tries to two, I think. At the end of the first half, 12-3; then a lot of tries in the second half

In an hour the cup final

It was not a qualifying tournament. The reasons why other countries did not compete may vary, but probably a combination of (a) lack of funds and (b) concentration on 7s.

Reasons for not taking part:

Sweden and Netherlands - financial
Germany - German RFU does not support a national women's XVs (partly for financial reasons)
Spain - sevens preparation, and looking for better opposition - ie. they are playing Scotland this month.

Has this happened again since then? (almost 3 years have passed and I cannot remember something similar, other than the occasional friendly game)

I apologize, the change of names being with it the same tournament created a bit of a confusion, I was under the impression that the tournament involving Belgium, Netherlands, Germany and Spain had a different name...

perhaps I should reformulate my question to a; are Switzerland, the Czech Republic and Russia involved in some other tournament? and, is there more women´s teams out there investing in XVs?

Are talking here the European Trophy XVs? As far as I can see there are no many tournaments unless John Birch can confirm, in fact as he has stated before XV tournaments are becoming less and less.
