No defections, it seems.
The eventual Development Pool would comprise just Slovakia and Estonia, if new entries didn't occur (last year Montenegro withdrew)

Maybe a 4 groups with 3-teams (home and away = 4 rounds anyway) model would make more sense for Conference 2, allowing 2 more teams (Slovakia and Estonia)...

Exemple

A: Norway, Denmark, Finland
B: Andorra, Austria, Slovakia
C: Moldova, Bulgaria, Estonia
D: Bosnia, Serbia, Turkey

Promotion Semis C-D, A-B
