I have a question, has Japan allowed any sort of rugby training or playing to start back up since the first stopping of playing back in March? Also for the national team is most of the coaching team in New Zealand?

it is a transition. Those 25 teams will fight to decide who will be the 8 teams in the 2022 new top division and the other 8 or 9 in the 2nd division.
