World rugby council and executive committee
Ok So i just heard that the Executive committee has just voted that the elegibility new rule will now take place a year later due to covid. You can read into that what you want,but what i do know is that the executive committee is 90%made up of tier 1 unions delegates.
So why did the executive committee decide this and not the world council delegates?
It just goes to show that the important decisions are still made by the tier 1 unions behind closed doors,and for all world rugbys mass media frontage of tier 2 nations joining the world council is just a screen for the tier 1 nations to rule the roost.
