In blue the 14 stadia for the World Cup 2027 (according to wikipedia), in red the ten teams for the local maximum championship
Krasnoyarsk and maybe also Yekaterinburg lies geographically in Asia, so a World Cup in Russia would be a bit also a new World Cup in Asia.
It would be good if Russia Federation was part both of Rugby Europe and Asia Rugby; maybe this is against World Rugby rules, but I think Russia is the only nation in the world residing in two different continents and so they could make an exception

But what about Vladivostok? This year Vladivostok Tigers team is playing in second league. This is very east, next to Japan.

According to the article linked above the president of the federation officially affirmed yesterday that they are going to compete for the role of World Cup hosts. So their bid seems confirmed.
The hosting cities instead are taken from wikipedia and I think they are still not official

I initially supported this idea. But looking at what decisions are made within the Rugby Federation, I have big doubts about their adequacy. Stand in their place. You have the northern country of Russia. Where for club rugby throughout the country you have a maximum of 7 warm months a year (April - October). But you are starting to copy the European calendar. What for? See which calendar. Games from mid-June to late August. Then a huge winter break until mid-April. In April and May playoffs. What is the logic of a normal person? Play the playoffs in September and October 2020. Is it logical? 100% logical.

Russia is the only one with substancial interest in both continents. It doesn't matter if Istanbul is in Europe or Sinai is in Asia or Ceuta is in Africa for Turkey, Egypt and Spain, it is the border of the continents, makes no difference. Krasnoyarsk, in the other hand, is totaly Asia, not the borderline.

As for France, they have representative teams for those overseas territories that can play continental competitions (Martinique, Guadeloupe and French Guyana are Rugby Americas North, while Reunion and Mayotte could be Rugby Africa's members, but they do play for exemple the Indic Ocean tournaments). Very different from what Russia can do with Siberia...

However, if Rugby Americas North accepted USA South playing in the RAN Championship, well... Asia could have a East Russia team somehow.... at least invited. Anyway, the first easy step for Russia would be to launch a anual trophy against Japan. One match every year, alternating venues between Krasnoyarsk and Japanese cities. Maybe even try Vladivostok to see how is local public's reception. Why not?

Pervukhin was twice in Tokyo. And he was negotiating the participation of Krasnoyarsk clubs in the Japanese Top League. But the Japanese are not interested in foreign clubs in the Japanese tournament. The more likely option is the participation of Enisei and Krasny Yar in the Global Rapid Rugby.

Global Rapid Rugby is not a real option and if you noticed Western Force is looking back to Super Rugby.

I agree. And a game against Hong Kong or South China Dragons is another fixture that could be established for either Russia, Asian Russia or the Krasnoyarsk teams.

Glabol Rapid Rugby is much more real than games in Japan Top. Rapid is an international league. And the Japanese are not interested in foreign clubs. Pervukhin tried to talk to them.

Super real. 1 round after being delayed, no further news and the leading team with other possibilities in mind now.

Do the basic lesson and start a Russia-Japan trophy. Bears vs Brave Blossoms to start exploring such market possibility.
