But I couldn't find their official source for that...
The Women’s Sevens World Cup in 2018 will be the third women’s World Cup, and will be played alongside a men’s competition. The dates for the tournament have yet to be confirmed, but it is expected to in the middle of the year.
Unlike the Olympics and the XVs Women’s Rugby World Cup, the Women’s Sevens World Cup will feature 16 teams (there will be 24 in the parallel men’s event).
Pre-qualified (4)
From the 2013 World Cup
Holders: New Zealand
Runners-up: Canada
Semi-finalists: United States and Spain
Global qualifying (4)
From the 2016/17 Women’s Sevens World Series
The top four teams from the WSWS, not including any pre-qualified teams.
Regional qualifying (8)
From regional championships played between July 2017 and April 2018
Europe and Asia: 2 places each
Africa, North America, South America and Oceania: 1 place each
To illustrate how this would work, if it were based on WSWS current standings and the most recent championships, the following teams would have qualified for San Francisco…
New Zealand, Canada, United States and Spain would qualify automatically
Australia, England, France and Russia would qualify from the World Series
Netherlands and Portugal (from Europe)
Japan and China (from Asia)
South Africa, Mexico, Brazil and Fiji (from Africa, North America, South America and Oceania)

The source was a letter from World Rugby to international coaches.

World Rugby has confirmed today the qualifying system for the 2018 Rugby World Cup Sevens, to be played at the AT&T Park, in San Francisco. So nothing changed in the competition. The men's tournament will have 24 teams.

So (assuming we get Australia, England, France, Russia from the WSWS - and for the sake of the quality of the event I hope that is the case) a huge scrap for the European places again then, while the rest pretty easy to guess, ie. Brazil, Mexico, Fiji, South Africa, Japan & China(?).
Europe: pick any from Ireland, Wales, Netherlands, Portugal...
Not long for Europe to qualify teams between the World Cup and April 2018. Rugby Europe sevens is down for before the World Cup (which would present problems for teams like Ireland, Wales etc.) but do have a third leg for their series penciled in for September so maybe this third leg will be a one-off qualifier? Not a major issue elsewhere.

Nothing strange about it. Bear in mind that the women themselves organised the first World Cup - not the IRB/World Rugby. IRB only actually got involved in 1998 when they realised that the women were not going to go away, or be frightened off by threats about playing in "unsanctioned" competitions (ie. the 1994 World Cup). The women had already formed their own IRB, so power was slipping away. It is very unlikely that the IRB would have started a Women's World Cup on its own initiative without this pressure.
The Women's Sevens World Cup takes longer to get going because there was no drive to have one from the women's game. It only starts at all because the IRB were again forced to organise it (is not their idea), this time by the IOC who pretty much said there was no chance of getting into the Olympics otherwise.
