On this link, you can see that the City of Constanta has allocated 1 million Lei or 100,000 Euros, the average budget of a DNS (the Second league of Romania) team, hence why they are not participating in this years Romanian Cup.

Dinamo -
The budget for Dinamo Rugby is literally a military secret as I literally cannot find anything at all relating to their budget. All that I can assume is that Dinamo have at least 400,000 Euros give or take 100,000 Euros since they have nearly double the amount of players compared to Tomitanii.

Cluj -
The budget for Cluj is also a mystery, but we can assume that it is somewhere around Constanta`s budget.

So, that is 3 teams with a budget of approximately 1 million euros and 3 teams with budgets around 100,000 - 400,000 Euros. But, there are some free agents that left Steaua recently such as Eduard Bencea, Alexandru Porojan, Sabin Strătilă, Dennis Perju, Marcel Rusu, Rareș Ciudin, Nika Pataraya and Ellias Morisio who may be willing to accept a smaller salary so these transfers could actually help Cluj, Constanta and Dinamo.

Dinamo is having at least double, around 8-900k this year. Porojan&Rusu signed with them + an army of South Africans.

Romanian Rugby continues this weekend with first stage in the National Division and two more matches in Romanian Cup. Alba Iulia is the new entry. Let's see how they will perform with the runners-up from last year.

How can a team be professional with a budget of 100k? It doesn't sound full professionalism.

Nope, they have more only that they spent more last year. So this year council is giving them only 1-200k until August when they will negotiate their new budget :).

Steaua broadcast its own match. In 2nd division, Navodari broadcasted its own match as well and two more are expected tomorrow, Grivita - Bucovina and Galati - Gura Humorului. from this point of view, pandemic is good :))

That's really good. Exciting game. Attractive style of rugby. Good quality production. The pitch looked really good. Decent number of people watching on YouTube. A good advert for Romanian rugby.

I agree. Watched the game and it was good. Steaua got the score but I think Dinamo played well considering the number of changes in the squad.
They are now a really physical side and at times were over Steaua at scrum. They need a good 9 and 10 to dictate the tempo. They are definetly not 'walk-overs' this year and will cause problems to the top 3.
My only concern is the low number of young romanian players on the game sheet (9 out of 23..and some not that young!) ...I do hope the club takes care and build a decent junior U20 team that will learn from being around these players.

Massimo Cuttita who coached Oaks forward in 2016-2017 passed away due to covid.

Not only Arcul Stadium will not be ready for having matches in the near future. Even Steaua Football Stadium has problems with bureaucracy. In the article above they say that no matches will take place there this year. I wonder what's going on with these Stadiums? They should have been ready one year ago. Will they still be used for the UEFA EURO this summer? We already know that Bucharest has been approved to have matches with supporters allowed on the National Arena, which by the way seems to have also some technical problems. If Bucharest wouldn't have been validated for Euro matches then probably the new Stadiums (Steaua, Arcul, Rapid) would have been also not be used.

Steaua stadium can host rugby too and was promised by Ministry of Defense (owner) it will host a number of rugby matches / year so it was a possibility for July tests.
